All the red lights on the dash are on dimly 200 1991

Intermittent problem. Usually when the car is started 3 out of 10 times. Just started 2 days ago. The battery light is the brighest but all the red dash idiot lights, battery failure, oil pressure, brake failure, etc come on very dim but are on. Even the battery light is dim but the brighest. When measured at the battery during the failure i have less than 12volt present. 11.5-11.75volt. Rev the engine and the failure generally dissappears and battery voltage goes back to 13.7-14.2v. Occasionally revving the engine does not cure the problem.
Ideas?
This just happened after a very rainy day. I noticed the car was noisy and it sounded like an exhuast leak or a belt noise. I sprayed the alternator belts with a tiny amount of lube and the noise went away. Coincidentally the dash light failure showed up that evening. Could slipping belts cause all the lights in the dash to come on or is it someting else like water in the dash from the rain or something.
Appreciated. I replaced the brushes and regulator in the Alternator less than 5,000km ago. Connections appear fine.
