In the excellent photo posted here, the upper nut is the jet bearing retaining nut, and I use an 18mm socket on it. The lower is the jet height adjusting nut, and I use a small adjustable. Both are Whitworth, and therefore not much fits them well except BSW tools.
H type carbs used a different nut that the later HS series. I have never tried actually, but the threads may be the same and the hex a different size.
