' 87 Failed NJ Emissions Test !! What To Do ?? 200

1987 240 sedan automatic. Last week it failed NJ emissions for High NOx. Standards are : 1227 for NOx, 162 for HC, and 0.91 for CO%. I came in at 2520 for the NOx, 23 for HC, and 0.01 for CO% . So I put in a tank of high octane gas(normally use regular) and plugged up the vacuum line to ignition control(behind pass. side headlite)as this trick worked to make me pass with my '86. Went back this morning for re-test. I still failed ! NOx was lower but not enough to pass. Today I came in at 1740 for NOx, 14 for HC, and 0.14 for CO%. Catalytic converter is only 2x years old with only about 10,000 miles on it. What should I try next ? I checked for any vaccum leaks. All is fine. Maybe I can play with timing to get it to pass ? How do I do so ? Thanks for any help & advice with this.
