strange gas mileage problem 200

Greeting all, I have a newer 1988 Volvo 2445 NA that gets lousy gas mileage compared to my older(to me) '88 245. The old one got about 20-mpg in town and maybe 25 on the highway. The newer wagon (to me) gets 14-15 mpg in town, maybe 20 on the highway. Overall tune I believe to be good. Engine compression is pretty even (150-155psi), ran lots of fuel system cleaner through the tank and the plugs looked almost new. Timing is spot on at 12deg. Cap, rotor, wires look good. The car seams to run good but not as peppy as my older '88 245. Should I start looking at the O2 sensor and/or the AMM ?? Vacuum leaks ??
p.s. older 245 has approx. 240,000 miles, newer one has approx. 170,000 miles. thanks for the info.
