brake issues 200

Booster or MC?
Not sure if I have booster problems or MC. While bleeding the brakes I got to a hard pedal. Bled twice more to be absolutely sure there was no air in line. Have hard pedal when car is off but when on pedal drops to floor. Having limited knowledge about the system I proceeded by taking things apart. Bad system I know but I am a glutton for punishment. Anyway, I took booster off. Now, while holding the booster and pushing the rod in using the ground the diaphram seems to be working as it should. I then took the end of an allen wrench and pushed it into the end of the MC. The one thing that I noticed while doing this was that fluid seemed to bubble up on the inside of the back chamber of the MC. Am I correct in assuming that maybe the fluid is passing between bad seals in the MC from one side and bubbling up on the other?
