rough running and hard starts on damp cold mornings 200 1992

I have a recently aquired 1992 240 wagon. It passed inspection with emission numbers well in the pass zones. Lately when I try to start it in the morning it sputters and carries on requiring alot of cranking, then it will finally start, running rough and then finally smooth out. In addition this morning it stumbled and almost stalled twice at traffic lights, but then once fully warmed up it was fine. Any thing jump out as a possible starting point? It looks like someone recently changed the fuel pump relay as the old one is in the glove box and the one installed has a 2006 date stamp on it.
