Timing mark/notch question 700

Hello all,

I have a 87 740 Turbo. I am trying to line up my timing marks correctly. On the crankshaft sprocket washer there is a timing notch on the outer washer. There is also a timing notch on the crankshaft belt pulley. Which one is at TDC when lined up at 0 degrees on the timing belt cover??? The pulley or the sprocket washer??

My timing belt is relatively new but I cannot make out the marks on my belt. So I can't line it up with the belt.
