Failed PA Emission Test for 1990 240 DL SW 200

I have a 1990 240 DL SW . Today it failed the PA state emission test. The fuel injection system is 3.1 instead of 2.4 . Here are the test results

The Tech guy told me that Catalytic converter is the suspect. What do you guys think ?
If this is the case I am thinking of buying the Walker Cat Part No.
15746 . What else is good enough.

Can the O2 Sensor be an issue here considering high Hydrocarbon. No codes were pulled. There is no leak before cat. The hot air hose to the air box has been removed . There is a little smell of petrol as well when the car is started. Rest of the things were cleaned 2-3 months ago.
I will appricate all the help.
