fuel pump relay getting hot... 200 1986

hey guys, so here's the deal, i've been tracking down a couple of things on this '86 of mine, firstly, a problem of voltage draining while cranking the engine over.... starts fine by bump starting... starter turns engine over fine, just wont start unless car is warmed up... annoying...
secondly... sometimes the car will bog down especially in lower gears when accelerating and then jump back to life...the idle roughens too sometimes. anywho, i can throw the car in neutral (stick shift) and stop and restart it as it coasts and its all good and peachy after that... well I switched out my fuel computer for another that I had laying around to see if that had anything to do with it, it didnt, but while i was under there I happened to bump into the fuel pump relay...and it was realllly warm.. I had been driving for about an hour, but this seemed strange to me, i've never really checked one before after driving....
so the question is... should a fuel pump relay get hot??
