bulb failure warning light 900 1995

The bulb failure warning light on the dash illuminates when I apply the brakes -but it is intermittent - it lights up one day but not the next day. Or it illuminates half the way to work, then stops illuminating the second half of the commute. Here is what I have done so far:
Checked condition of 3 brake lights - all are working. 3 Bulbs looked ok (left and right brake light bulbs only 6 months old - from the dealer). Next, I removed all 3 brake light bulbs, sparayed contact cleaner on the contacts, and put dielectric grease on the bulb base. Failure warning light still operates intermittently. Next, took out the bulb failure relay and reflowed as many solder points as I could easily access. Did not see any burned contacts. Still have intermittent problem.
So what do I need to do or check next? Appreciate any advice.
