Failed emissions test on 94 940 regina 900

Just failed emissions test at the local Firestone here in Texas. All reading except NOx ok High Speed results standard reading at nox848/893 my reading Low speed test standard nox937/1157 my reading. The following was there recommended services oxygen sensor $395.50 install 27.60 engine idle air control motor 289.80 install 82.80!!! and new catalytic converter 434.00(cats about 2 year old)Total bill was for 1,329.21....

I think they trying to make a boat payment off me! Ordered new O2 sensor for 120.00 and may buy idle air control. Any thoughts?
