Yes, if you ground the temp sensor wire and the gauge goes full up, the problem is most likely the sensor/transducer.

On the oil, definitely drain it down a bit, better yet, take it back to the shop that did it! An overfilled crank case can cause the oil to foam up while the engine is running, this in turn could send air bubbles through the lubrication system and potentially starve bearing(s) of oil... very bad.
