Small hose provides vacume to create a venturi effect.
Large hose is the path for crankcase vapors.
Blockage of the small hose hase no effect on anything.
Blockage of the large pathway (the flame trap itself) may result in crankcase pressure build up and blowing out of the seals.

The purpose of the whole system is to reduce emisssions.

Throttle body cleaning is a regular maintenance item whether clogged flame trap hose or not. Did you check the small brass tube where the small hose connects to the throttle body, it easily clogs.
