2 questions cruise control / fog light wiring 700 1990

Good morning to all ..
I have a 1990 740gl .. that I have only had for about 8 months ( by the way I really love it and it is my first volvo ) .. ON the dash is a switch for fog lamps that when I turn it on it lights up .. but I don['t have fog lights (yet) is there a place in the harness that I can hook into with out drilling holes in the firewall .. and if so any idea where it may be located .. 2 is there anyway to check an intermittant cruise problem .. some times it works and sometimes it dosn't .. I have looked at all the vac lines no holes or leaks I can find .. any ideas .. thanks for any and all replies
