B230FT TB Q... Timing marks on belt didn't realign

I am finishing the TB & tensioner install, but when I rotated my crankshaft, the marks on the TB didn't realign on the marks, but the marks seem to be in the proper places. this is an aftermarket belt (I don't think this will make a difference) and was lined up before rotation. My cam & intermediate are 2 teeth off and my crank is 1.

Any suggestions are appreciated.
