Header Pipe To Catalytic Converter Repair

Volvo 240DL sedan, 1990, 130K miles

I have an exhaust leak where the header pipe goes into the flange for the catalytic converter. The catalytic converter is ok, ditto on the header pipe. There are no holes in the pipe, just that it is now loose around the flange.

- Can this be TIG or MIG welded rather than replace the cat and header pipe?

- Can the welding be done without my taking the cat and header pipe off and taking it to a welding/exhaust shop?

- Is there anything special I should be sure the shop does?
