Ideas for Vacuum hose substitute 95 960 900

I found what is likely the casue of the code 232, a hole in the vacuum hose called the 'Fresh Air Hose." This is the hose that is between the enging and the MAF. Volvo lists it as part number 9142004, and sells for $146.

There is a smaller side rubber hose about 1 - 1.5 " in diameter that goes to the drivers side, and fits over a silver ish metal pipe. Not sure what it is for. There is a tear in this smaller hose.

I think I can jerry rig a solution to avoid replacing the entire part. Any ideas where I can find some appropriate hose, and a how I might cut and splice a new addition to the smaller hose? I though I could use a hard piece of pipe to fit outside the pipe, and slide it inside the hose toward the engine, affixing both with worm drive clamps.
