940 Volvo 91 - B-234f engine..dificult start and ...... 900 1991

After the head gasket job done, the car still difficult to start when is cold. Another thing, steering wheel
became heavy and hard to do turns!????? I noticied the belts now squeaking more than usual. Is there any technique to verify when a belt is too tight?? This mechanic is not familiar with volvos, however I am looking for another reliable and honest mechanic around San Diego area.
