stalling while braking- what's that part? 200 1993

ok, let's see if anybody knows this one..

My '93 brick stalls only while braking. A lot of people mentioned that vacuum and air issues could do this. So I followed the hose back from the filter. Ok, well, guess what? That rigid plastic hose right in front of the throttle body that has a bunch of hoses poking into it? Well one of those hoses poking into it is TEARING OUT, leaving a big hole in the big hose.
The best part? I don't even know what that thing IS CALLED!
so question #1 - who thinks this might be the root of the problem?
q. #2 - what the heck is that thing?!?!
q. #3 - it's not hard to replace, is it.. I mean it's not like it has a bunch of spring loaded parts inside.... right?
