Power Steering Pump Issues 200

Seemed as if steering was sticking when first starting. Additionally, when replacing belts, noticed that excessive growling was coming from pump pulley. Felt it was worth replacing.

In a fit of impatience (and frugality), I put on a cheap Autozone replacement. Now, I don't believe that this was the sole source of the problems I will now describe, but it has exacerbated them.

When starting, still growls for first minute (until system pressurizes?). Entire system pressurizes (when turn car off and check the fluid level, cap will "pop" off due to excessive pressure). And it leaks from the pump somewhere (I doublechecked the o ring to the resevoir, and that area seems fine). I think the leak is coming from a pressed plug on the pump (again, a generic, so probably a hole there for another application - don't have that same pressed plug on the original).

Fluid drips down all over rack.

Here are my questions: is this excessive pressure (is a line potentially blocked or something like that)? The rack doesn't seem to be leaking from the ends, so I am hoping it is OK, but I can't quite figure out how to troubleshoot this issue.
