97-960: Remotes wont program 900 1997

When I bought my 960 it wasn't running and the battery was dead, but the owner was pretty sure both remotes worked. Well they don't. One of the remotes is kinda beat up looking and the other one looks ok. At work we have a device that tests keyless entry remotes for function (just verifies that it's sending out a signal by emitting a beep and lighting up a light). Both test out ok, and you can hear the faint little chirp coming from each remote when a button is pressed. So I figured they may have to be reprogrammed. I went though the procedure, ended up at the point when the red light is flashing, but when you push a button on either remote, nothing happens. Before I order new remotes on e-bay, could it be a bad reciever? How often does that happen? I did this before on my 850, which had the same procedure and had no problem.
