buzzing fuel pump relay in '88 745 B230F automatic 700

I was having a rich running problem, which after replacing all sensors and IAC seemed to fix the problem. Now, 2 weeks later, the fuel pump buzzes loudly when the ignition key is turned to the on position, before cranking the engine over. Am I getting a ground feedback thru the relay? I bypassed the engine temperature control, the buzzing stoped, and I limped back home.
Now it's buzzing and not engaging the fuel pump relay to start the fuel pump, when I crank it over. Anyone had this symptom with their car? The local ( 15 miles away) Volvo mechanic says he's never seen the fuel pump buzz like that before.
