AC/Heater/Blower not working, need help troubleshooting 900 1994

My blower stopped blowing recently, and I'm trying to get it started as we approach the warmth of summer.

A few years ago I re-soldered the bad joint in the ECC which recovered my AC, but IIRC the blower kept working throughout. A pulled it out and looked, and my re-work seems to be holding.

The vacuum signal is present, I can hear it working when I move switches around, but the compressor never cycles on, and that's what's throwing me off from thinking it's just a bad blower motor. Unless there is a switch that prevents the compressor from engaging without the blower running (would ice the coil quickly). Seems to make sense, but I want to make sure.

The fuse is fine, and the fuse holder isn't melted or anything, so I'm comfortable there.

Any other ideas are greatly appreciated. Thanks a billion in advance.
