95 960 wagon no start 1995

So my wife has a 95 960 that wont start. She called me at work the other day and said that she was at the store and the car wouldn't stay running. when she turned it over it would spit and sputter and run really choppy and then die. So she got a ride home and I went to get the car after work and it started up fine and I drove it home.

I then proceeded to take apart the flame trap and the AIC valve and cleaned them both out thoroughly. She got up in the morning and drove the car into town went to a couple of places and then it did it again. only this time after starting it and running choppy and stalling it would not restart at all. So it was towed home and I am trying to self diagnose the problem.

I checked the fuel injection relay - OK
I pulled the test plug on the catalytic converter to see if it was plugged and it appears not to be, car still wont start - OK
Checked for codes and only 2 came up:
212 - O2 sensor
241 - EGR flow too low

I knew the O2 sensor was bad and I read more about the EGR pump, valve and sensor. I know I need to pull it off and clean it out but From what I read about these will make the car run poorly when they go bad but the car will still start and run. So I didnt think they were the problem.

Prior to this the car burned a little oil and gas (I attributed that to the O2 sensor) but ran fine otherwise.

any body have any suggestions?
