Start-off hesitation then .... 200 1993

Buying a '93 240 to mate with my '91 245 as it is lonely out in the driveway. It drives fine once you get it going but getting it going is a puzzle. Stomp on the gas , or coax it easy, from a standstill and it barely creeps forward and seemingly almost stalls (although it is smooth and not misfireing)until about 10 miles per hour then it takes off with plenty of power. I'm certain it is first gear ... it is an automatic. What do you all think ... plugs and ignition, vacuum leak or sensor?
