City/Highway Fuel Big Difference - Why?? 900 1994

Hi!,

I bought a 94 940T w/ 76k miles on it, own by an old guy then passed it on to his nephew for 4 month's before he decided to put on sale which I did. Beside a modified exhaust pipe to 3 inches nothing else is done on the car.

After the buy I decided to do a major tune up on the car since it doesn't have a good maintenace record. First, I did changed the oil & transmission Fluid to synthetic, timing belt,spark plug,wires,rotor,caps,coolant,brake pads and then changed more stuff because it's using too much gas on the city @ 13-14 miles/gal but reasonable when driving in the freway 24-26 miles/gal. a big discrepancy. I don't know why.

So Next I did changed more stuff like Temp. sensor, replaced vacuum lines, Cleaned TPS and changed the Idle position sensor because I'm experiencing low idle also(still) running at 500 rpm then lastly the oxygen sensor.

All those things did not show any improvements, still the same gas consumption
that I feel some regrets now for buying this car and spend so much money already hoping that I can fixed it.

Does anybody here have any suggestion? or ideas what's going on? Help is really appreciated. Thanks! in advance.
