Fuel Usage/how to partialy pull my headliner 200 1991

This is a two part issue with my new 91' 240 wagon.

1. the previous owner had said the car runs out of gas when a quarter tank is left. I found that to be true last weekend, but i filled it up and it only took 8us gallons to fill up. Supposedly it has a 15.8 gal tank. where did the remaining 7 gallons go? is there two fuel pumps on a 240 or should i check my fuel pressure or what?

and 2. I need to peel back the rear portion of the headliner so i can start splicing and labeling wires to the rear hatch (both sides wires shot in hinges). how exactly should i do that and how much force is really needed?
