'89 245 Overheating in traffic - not comp board 200

I have a '89 245 that's been overheating in traffic. It's not the comp board as the previous owner replaced it with one from IPD. Temp is fine as long as the car is moving but when I get stuck at a light or hit traffic the temp gauge starts to climb. Turning on the heat gets it back down to normal as does getting up to 40 MPH for a couple of minutes.

Car does not leak coolant or anything else, the only thing I have noticed is the fan never goes into high gear, I never hear a "whoooosh". The fan spins freely with the car off.

I suspect the fan clutch and have ordered a new one from IPD. While cruising around the net looking for parts I noticed vlvworld.com has an electric auxiliary fan. I can't seem to find this fan anywhere in my car?

After this long winded story where's the electric fan go? And why do I not have one?
