b20 w/ weber carb fuel problem after shutting off 140-160

1969 142 has the IPD Weber kit with electronic choke. Lately it has been hard to start if you run it to operating temp, turn it off, anf then turn it back on soon after. It acts as though it is flooded. Today I popped the hood after I got home and noticed that fuel continues to pump through the filter into the carb for several minutes after it is shut off. Is this a carb issue or more likely a fuel pump issue? There is no fuel pressure regulator currently installed.
