No Start on cool mornings 700 1988

I've got something interesting going on with the 88 765 that I just replaced the engine in. In the morning with temperatures below 60F, the car won't fire. I suspect that the fuel system is down but when I get home in the evening it fires on the first half turn of the motor so it is impossible to troubleshoot.

I am replacing electronics one at a time until the problem turns up but thought someone may be able to short cut the time.

This car is electronically a turbo car without the turbo but all of the other related equipment intact. I also am running a 1986 B230F motor with the side mount distributor.
