Does my balancer need replacing? 200 1991

Last week I checked the timing belt position. and found the cam sprocket would align with the balancer only when the timing mark was over an inch past TDC. I rechecked TDC on the #1 piston today and found the balancer would align with the piston 1/2inch past TDC. Does this indicate the balancer is slipping and needs replacing or can they be off mark this much?
