Fuse # 7 keeps blowing (brakelights, shiftlock ) HELP!!!!!!!! cant move shifter out of park and no brake lights 200 1991

Hello all my # 7 fuse keeps on blowing ,and I cant move the shifter out of park. Every time I put a new fuse in the bulb out light in the dash comes on for a second and then the fuse blows.I also have no brake lights. what could this be . Could it be a bad bulb failure relay. I have no clue .. Is there a short somewhere in the shifter ,or the brake light circuit. Please help ,this is serious because I cant even use the manual shift lock release without having power to the shifter. Please help. I appreciate all replies. Thanks rf64
