ECT valve? Does it need a gasket here? 700

I am not sure if it is the ECT, as I cannot find anything turbo related in the new reworked 700/900 FAQ's...but please help. This is an 89 760 B230T / Garrett turbo. The valve in question is right in front of the #1 plug.

There are two openings on this valve, one straight down that connects to the 'U' hose, and then one at the back of the valve - toward the #1 plug - with a connection for the straight short hose on the other side of the bracket..

The two star headed bolts that hold this valve to the main bracket came loose, and it does not look to have ever had a gasket there, but just wanted to make sure.
