my '88 240 just stopped running need help trouble shooting 200 1988

I was driving it to work on a snow day and it died going down the road. Up until this point the car has ran like a gem with no problems. I have replaced the distributer cap, the coil, the boogicord, two vaccum line to the carb. I have checked all the fuses and the voltage out of the coil to make sure i am getting power. I am only showing power out of one side of the coil and not the other? I smell fuel when i try to start in and hold the gas in. It tries to turn over but will not start. If i flood the engine and then wait 3 mins to try to atart it again it will "chug" once and die.

I need help or sugestions please.
