runs just a wee bit to rich and throws code 231 could it be the ecu temp sender? 200 1993

My son's 240 is not running quite right but
all the regular troubleshooting has come up short.
New o2 sensor clean tb etc now i think the engine always thinks it is cold
what are the chances of a bad temp sender
