Will not start 900 1993

My brother in law bought a 93 960, not a good choice. The car itself is in very nice condition and looks cared for. But it needed starter fluid to start. He drove from Seattle to Montesano (120 miles) and it ran fine. Wouldn't start next day even with starter fluid. Apparently he put a little too much in and it backfired big. This was 6 months ago and it hasn't run since. Took to Volvo tech and he checked everything and has come to the conclusion it needs a wiring harness. Any ideas??
