91' 240 Fuel Pump 200 1991

So I have been working on my wifes car for a week trying to get it to run. Today I finally got it running but like crude, it was missing and hesitating so I figured i had one of the plug wires wrong. I researched and got the firing order correct and now it wont start. I listened and I dont hear the fuel pump humming underneath. Its a used recently replaced pump so it could be bad my question is:
Is the fuel pump bad or can something else cause it to not be working. I checked the relay behind the glovebox and its clicking and fuse 4 & 6 are fine. Should I check anything else? thanks in advance
