Weird starting problem on 240 200

I'm not sure if this is a hot start problem or not.....but my 240, a 93 model, starts differently depending on the outside air temperature. Today (and any day when the temperature is 65F or cooler), the engine starts immediately when first started in the morning. Yesterday on morning startup, (and any day when the temperature is over 80F), the engine takes several revs to start and issues a small burst of bluish smoke, followed by several seconds to clear and run smoothly, like its slightly flooded.

I replaced the coolant temperature sensor, but it didn't make any difference. This problem is definitely temperature related wouldn't you say? What else might be affecting this startup problem?
