Runs for 5-10 seconds then stalls, code 2-2-3 900 1993

all of a sudden runs like crap.

I have tested / fixed the following:

Air Temp Sensor (checked with ohm meter), Vacuum sensor(bolted to drivers shock tower support), IAC valve (removed, cleaned and bench tested), reflow solder on Fuel pump relay and radio suppression relay. Crank sensor is new, fuel pressure regulator is new. TB gasket replaced 10k ago. Code 223 is for IAC valve but the valve tests out on the bench and I can hear is buzzing when the car is trying to run.

The plugs appear to be charred and black

I'm stuck!!
