1991 940 turbo will not run above aprox.35 mph 900 1991

I was driving the car at highway speeds and it started driving at very low speeds. It was not the engine and I do not believe it was not the transmission because the problem went away for a short time and started again. The car will not drive over approximately 35 mph (do not know because of the Speedo does not work) it feels like it is being held back but in neutral the engine runs and revs fine. It does the same in all gears when shifted manually. I thought it could be some type of electronic sensor or something but that is just a guess. Any help you could give me would be greatly appreciated
