odd headlight issue 200 1990

Hi, our 1990 240 suddenly had only high beams yesterday...so I did some searches here and figured it had to be either the headlight relay down by the brake pedal or the step relay up by the battery. Headlight relay looked fine and I tested it in my 86 240 (worked fine)...no "clunk" from the step relay so I pulled a couple from my local wrecking yard and swapped in a different one; still no "clunk".

At this point I took the original step relay over to the 86 and it works! So I put it back in the 1990 and it clunks *once* only and now the headlights are on low beam, but still no ability to switch to high beams.

So both headlight relay and step relay are fine, any thoughts? Is it as simple as the switch on the turn signal level?
