Headlight flasher non-op with key off - step relay ?? 200 1988

Checked the Volvo wiring diagram and cannot see another cause.

At one time in the life of my 1988 244GL the flashers would operate with the key out. Now there is not a sound, step relay is non-op in that mode.

I cannot see on the circuit diagram any other failure that would cause this. Any ideas?? The interlock relay isout of the loop and the stalk ground works OK with the key on.

I probably have another relay in BGVPD to swap in and test. But - if you ran into the same problem and found a better solution, I will listen eagerly.
