240 Turbo Mysteries - Car runs cold, wipers only work on high 200

I recently bought an 84 240 turbo that I am trying to bring back to "like new" and hitting some road blocks - these two issues are giving me more trouble than I expected:

1. Tem gauge never gets up above about 7:00 or 7:30 even on the highway. I replaced the fan cluth and the thermostat. The car also has a new water pump and what appears to be a large, aftermarket radiator from prior owner. Any suggestiongs?

2. The wipers only work in the highest setting and don't retrun to the home position. I tried a different used switch and what I was told was a replacement relay - lived in a sheet metal cubby near the floor where the left foot would rest while driving - but the wipers worked the same with or without the relay plugged in. The car came with an aftermarket wiper motor as well. There doesn't appear to be a lot of monkey business going on with the electricals in the car, but I am suspicious. Anyone know more about the wiper relay?

Finally, on an unrelated note, are 86 and later sedan taillights interchangeable on the older cars? Thanks to all.
