Which Fuel Pump Or Filter ?? 200 1986

Recently(last week or so)in line fuel pump has been noisy. Kind of a buzzy whiney noise. It is intermittant. Sometimes fine then sometimes not. Does this mean in tank fuel pump is going bad and therefore making in line fuel pump work harder and therefore make this noise ? Or is it in line pump that is bad ? Which should I replace ? Also I was thinking maybe it is fuel filter. Could fuel filter cause in line pump to strain/be noisy ? Maybe I should change fuel filter too ?? It was last changed about 25,000 miles ago. Thanks in advance for help with this. Oh yeah please also if you know let me know urgency of replacement(s) as I really do not want to get stuck. Thanks.
