sputtering 200 1991

I have a 1991 240 wagon with 52k the main fuel pump was buzzing loud enough to annoy everyone in the car, so I changed it and the filter. It was still buzzing, so I changed the in-tank pump it's still buzzing, but not as loud. Now the car is sputtering, and hardly has any power. I checked the fuses and there all good, I checked the fuel line, and it looks good, I also checked the pressure regulator it seems to be working fine, still no power. The car ran fine with the noisy fuel pump, but it also had a full tank of gas. I haven't refilled it yet it's almost on empty. Not sure if that has anything to do with the problem. Any help would be greatly appreciated. Thanks
