87-740 non turbo with a/c. Heater valve needs replacing. How should I go about changing this part?

Yeah,
I was looking at my starter when I noticed some sticky drops hanging from the bottom of the engine, I looked up and saw the strange looking thing connected to a vaccum hose. Wow. Ive owned the car 10yrs?. Never noticed it before.

Anyhow, its rather crowded in the area where it is. Whats the best approach.
What should I remove to access the area. Pull the intact? Change the heater hoses? What?

And, final question: Where should I get the part. I saw prices on the net from 14.00 to 80.00. Which should I get?
