Suspension groans and pops 700 1986

I am getting lots of noise from my front suspension. Every time I step on the brakes, it makes a loud pop or clunk. It also makes similar noises on bumps. At first I thought it was a loose caliper that was moving when the brakes were applied, but the calipers are not loose and neither are the brake pads.

All of the suspension bushings look fine, and I don't detect any play when trying to move the suspension. Bouncing a corner up and down produces a little bit of a groan, but nothing like what I get while driving.

Any ideas what it could be?
