low idle even lower with AC on. 900 1991

I'm slowly trying to fix a few of the little things that bug me on volvo 91 940 turbo. Idle should be 750rpm. it is normally around 700 and when i use the AC which is quite a bit florida the idle drops down to around 500. shouldn't the Idle air control valve adjust that accordingly?
