1982 242T Flooding ALOT 200 1982

My car constantly floods. It will start up when I take out the fuel pump relay, so I know I have spark. I got the car running for a few minutes then I ran out of gas. So when I put more gas in it, it just floods constantly. I am using an aftermarket fuel pump with a fuel cell, should this matter? The fuel pressure regulator is what controls the pressure right?

The weird thing is that it ran for a little bit just fine, but now it just floods out all the time. Also there is a weird whining noise coming from the engine bay when the fuel pump is running, what is it?

Also where is the fuel pressure regulator on a 82 b21ft?

I have already checked to make sure the fuel return is good, havent checked the injectors yet though. What electrical things could be causing this? A lot of the wires are starting to rot on it.

Any suggestions would be awesome, Ive searched a lot but I need some specific answers... Thanks in advance.
