Can dirty fuel injectors cause high NOX readings? I need an answer, quick! 200 1991

My 244 recently failed the CA emissions here with a very high NOX level, but was fine on all other accounts. I need a quick answer to the probability of this being caused by dirty fuel injectors. I brought the car to a shop to get fixed, and to be honest, I got a bad vibe from the first minute I went in there. They are now claiming that a fuel injector cleaning should solve the problem, "but they might find something else" afterwords. I definitely smell a scam here, and want to get my car away from this place if so. But, I will give them the benefit of the doubt. What do the 240 gurus have to say? I'm almost sure the problem lies with the cat (it rattles) or the O2 sensor. Could it really be the injectors. I have NEVER had a problem with injectors during my life of owning cars. I'm very skeptical that this is the problem. Thanks everyone.
